Following topics by E-mail

I've added to the template and enabled following forums and topics with e-mail alerts to The History Forum and UK Politics Forum. This is something of a no-brainer that I really should have done earlier, as it will allow new users who don't visit the sites much to be notified of replies to topics they have taken part in. This can really help retain semi-inactive members who might otherwise forget completely about the websites.

Following on from this I intend to add a link to the blog pages to allow registered users to follow the blogs without checking the site. This will be the first of a number of ways to follow the blogs that will need to be eventually included.

I've also made some small search engine optimisation changes.
