"Ignore" Feature

I've added the ability to ignore users in the new template. The functionality is not quite the same as the software default; Only subscribing users will be able to use the ignore-user feature, which will hide that user's posts from view. However, it will not be possible to ignore administrators, moderators or other subscribers.

At the moment subscriptions are only available on PoliticsForum.org, and that site has not been upgraded to the new template at this time, so this feature is not available to users just yet.
